Special inspections are a category of third-party inspections required by the New York City Building Code to verify that specific construction materials, systems, and methods comply with approved plans and applicable codes. These inspections must be performed by qualified, independent professionals—typically registered design professionals and technicians operating under a registered special inspection agency—who are not directly involved in the construction process.
They cover critical elements such as fireproofing, system installation and performance, occupant safety, and other life safety measures. Requirements are indicated in the project’s TR1 form, and successful completion with final sign-off is typically required to obtain a Certificate of Occupancy, Temporary Certificate of Occupancy, Letter of Completion, and close out the project.
