What is a Property Condition Assessment? What is a Property Condition Report?

Property Condition Assessments (PCAs), also referred to as Property Condition Reports (PCRs), are critical due diligence endeavors within the realm of commercial real estate.


These assessments are essential for clients who are evaluating properties for purchase, lease, financing, or ongoing maintenance. Conducted by commercial building inspectors, PCAs adhere to established industry standards such as ASTM E2018 or the International Standards of Practice for Inspecting Commercial Properties (ComSOP). These standards define the scope of inspections, outlining which systems or areas will be assessed, and serve as a framework for developing inspection procedures.


Typically conducted alongside Phase I Environmental Site Assessments during property transfers, PCAs are distinct from facility condition assessments, despite their similar nature, as they fulfill different purposes.


The complexity of PCAs varies depending on client requirements, risk considerations, and the type of property involved. Some inspections necessitate specialized expertise, while others can be performed by general commercial building inspectors or engineers. The extent of the assessment influences both the cost and duration of the process.


Following completion of the PCA, a comprehensive written report is compiled and delivered to the client within an agreed-upon timeframe. This report consolidates findings such as observed concerns, recommendations for repairs or further inspections, estimated costs of future capital projects, and evaluations of Americans with Disabilities Act (ADA) compliance where applicable. The report serves as a crucial tool for informed decision-making regarding the property's condition and potential investments in its upkeep or improvement.
